It is considered that driving becomes impossible when the driver has more than three milligrams of alcohol per liter of blood. Three beers and three whiskies are the quantities to get there.
Apart from receiving a ticket and taking away their driver's license, according the misdemeanors Law no. 19.120, driving vehicles with more than 1,2 grams per liter in blood is considered a fault, and such person should be taken to court to be judged and pay with community service, or perhaps end up behind the bars.

Up to now, the worst of those cases was the one of a driver who had 3.83 grams of alcohol in blood, i.e. almost 13 times more than the amount authorized by the national regulation.

"That man wasn´t driving. He was just behind the steering wheel, zigzagging along the road, without controlling the vehicle". said the Chief of Transport Hugo Bosca.
The possibility of entering into a coma appears with 2 grams of alcohol in blood. “Having more than 2 grams means you have no ability at all to drive, or reflect, or perception of distance or balance" said the Chief.

From 1,5 grams onwards, driving is considered "extremely dangerous". In this situation, the drivers has double vision, hesitating attitude and strong sensorial perturbations. The risk is multiplied per 20.
The rank of "extremely dangerous" drivers is the highest. 35,5% of the drivers whose alcohol level in blood was tested enter in that group during the period studied by the Statistics Teams of El Observador.
Only 11 of those drivers were women. But in spite of being the minority, they do not drink less alcohol than men. Among them, the registered level was of 1,29 grams - corresponding to a dangerous driving - and the highest was of 2,32 grams - extremely dangerous-.

Eight of every 10 offenders reported to the Misdemeanors Court were caught during the weekends.
Bosca said the highest levels of spirometry are registered between 6 and 10 am, and mostly belonging to people leaving night clubs.

The Chief believes the community service penalty has had a dissuasive effect in drivers, but it is not enough for stubborn drivers.

"At the beginning there was a group between 25 and 40 unconscious drivers out of 100 spirometries per weekend. The number went down to 15 now" said to El Observador. For instance, there was no record of spirometry higher than 1,2 grams during Saturday April 26th, and there were only 10 the following day.
